Is there a risk of fire?
The risk of fire is negligible.
1. It is recommended to only use LED light bulbs.
Modern LED lights, while more expensive than halogen and incandescent bulbs provide equivalent light with half the heat. Concerns of dull luminosity or harsh white light are overcome by using quality LED bulbs.
2. The paper lampshade does not directly touch the light bulb.
Each lamp shade includes a lamp "harp" - the spoked ring structure connecting the shade to the light fixture. This component suspends the paper shade off of the bulb. Even if touching, the ignition temperature of paper is much higher than the surface temperature of even halogen bulbs.
3. Paper is both a poor conductor of heat and a great insulator. This means any heat that does transfer to the paper from the bulb is dissipated without risk.
